In 1891 the Ballarat School of Mines was offering a new course Municipal Engineers' Class which had the express purpose of giving the necessary training and instruction to students who wanted to work as Municipal Engineers under the Local Government Act of 1874. No one had completed the required examination in 1891 as they were not fully eligible through non-completion of the necessary "time Service" in the field.[1]
