History
Thomas Cowan was born in Scotland. He arrived in Australia in September 1853, and in the same month was digging for gold st Canadian Gully. He was Mayor of the City of Ballarat for 1869/70 and laid the memorial stone for additions to Ballarat Town Hall on 14 January 1870.[1] He was the first Chairman of the Ballarat Water Commissission in 1870.[2]

A large mayoral portrait is displayed at the Ballarat Town Hall in 2020.[3]
